Dell T110 PowerEdge Hard Drive problems

I have a Dell Poweredge T110, with 2 250GB hard drives, HDD0, HDD1. 

Operating system: Microsoft Server 2008 R2

I am not the one who set it up initially a few years back. 

So it turns out, the C drive was allocated only 40GB, and it's now full and not letting me run applications. Sometimes, I use the cleanmgr.exe file to remove unnecessary files, but after a few days of use, it runs out of space. 

1. So, I guess i need to copy over and replace the hard drives with a bigger hard drive? 

2. If there are 2 HDD's, with 250GB capacity, how could I run out of space? My C drive is only 40GB, and the D drive, where data is being stored, is just 179GB. Where is the other hard drive?

Below, you can see my C drive is out of space. What am I supposed to do now?
