The NICs should be initializing during post so that PXE can occur, are you seeing link lights on the NICs?

The nics are there for PXE. The issue is in the OS only.

Is this occurring right after the OS installation or randomly occurring later when the server is in production?

It only happens during OS startup after a reboot.

Does the driver suite reinstall fix the issue permanently  or is a temporary fix? Permanent

What switch are they connected to? Cisco. Not sure the models. PortFast is enabled.

Are the NICs teamed? no

Do they have static IP addresses? yes

Are they doing iSCSI? no

What version of the driver are you using?

The Intel suite of drivers is version 13.0.0. I have tried installing and force installing newer suites over the older version with no luck for initialization time.
